PORTSMOUTH, Ohio — The Scioto County Grand Jury returned 15 public indictments during its September term, which met on Dec. 12, Scioto County Prosecutor Shane A. Tieman announced Monday.

The indictments include a range of felony drug, theft, assault, and arson charges against defendants from Ohio, West Virgini,a and Michigan.

Those indicted include:

  • Anthony Kelso, 42, of Columbus — Aggravated possession of drugs.
  • Joanna Thurman, 22, of Portsmouth — Trafficking in a fentanyl‑related compound; two counts of aggravated trafficking in drugs; possession of a fentanyl‑related compound; aggravated possession of drugs.
  • Brandon Greer, 18, of Portsmouth — Trafficking in a fentanyl‑related compound; two counts of aggravated trafficking in drugs; possession of a fentanyl‑related compound; aggravated possession of drugs.
  • Ashley Doneff, 32, of Huntington, W.Va. — Possession of a fentanyl‑related compound.
  • Elijah Mills, 48, of Kenova, W.Va. — Felonious assault; strangulation; domestic violence.
  • William Writesel, 37, of Wheelersburg — Three counts of grand theft of a motor vehicle; theft.
  • James Young, 41, of Portsmouth — Grand theft of a motor vehicle; breaking and entering; theft.
  • Joseph Young, 41, of Portsmouth — Grand theft of a motor vehicle; breaking and entering; theft.
  • Romon Jones, 26, an inmate from Lucasville — Aggravated trafficking in drugs; aggravated possession of drugs; two counts of illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility; trafficking in drugs; possession of drugs.
  • Tyran Latrell Scott‑Howell, 27, of Highland Park, Mich. — Trafficking in drugs; possession of drugs; illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility.
  • Deaven Patton, 28, of Lucasville — Tampering with evidence; obstructing official business.
  • Mykal Piguet, 39, of South Webster — Aggravated trafficking in drugs; aggravated possession of drugs.
  • Jeffrey Stamper, 40, of Portsmouth — Violating a protection order; domestic violence.
  • Caleb Bailey, 39, of South Webster — Violating a protection order.
  • Charles William Hinson III, 36, of Portsmouth — Two counts of arson.

All cases will proceed in Scioto County Common Pleas Court.
