CIRCLEVILLE, Ohio — An inmate assaulted four Pickaway County Jail corrections officers over the weekend of July 18-19, breaking one officer’s foot, Sheriff Robert Hafey told county commissioners at their July 21 meeting.
Hafey said two officers were assaulted by the same inmate Friday night and two more were assaulted Saturday. One of the injured corrections officers suffered a broken foot, according to the sheriff.
Suspects are presumed innocent unless proven guilty in court.
Hafey also told commissioners that a power surge from a weekend storm knocked out one of the sheriff’s office’s dispatch stations, requiring an IT staffer to come in and repair it. Separately, he said his office discovered that fire department phone applications used by neighboring Harrison and Scioto counties, which share a vendor with Pickaway County, had access to log calls they should not have been able to see, an issue he reported to the state Law Enforcement Automated Data System and to county EMA Director Tiffany Nash and area fire chiefs.
Elsewhere in the meeting, which commissioners previewed the week before, the board opened bids for the 2026 Pic-Deck Sealing Program, a bridge deck sealing project for the county engineer’s office. American Roadway Logistics of Norton submitted the lowest of three bids, at $320,776, below the county’s roughly $332,000 engineer’s estimate. Twin Rivers Construction of Marietta and Catts Construction of Bedford also submitted bids. County Engineer Chris Mullins and Deputy County Engineer Anthony Neff will review the bids and recommend a contract award.
Chris Widener of the WDC Group also updated commissioners on several county facilities projects. He said contractors have measured windows for phase four of a Memorial Hall window replacement project and are expected to submit plans this week before installation begins. For a project to replace windows and door hardware at the county jail, Widener said drawings and specifications have been completed and submitted to the Ohio Department of Rehabilitation and Correction for review; the county hopes to advertise for bids in August, hold a pre-bid meeting in the third week of that month, and open bids Sept. 15, with the work expected to take about 40 weeks.
Widener said a separate bid package for a new multipurpose building at the Pickaway County Fairgrounds is also being finalized, with plans to advertise for bids in early August, hold a pre-bid meeting later that month, and open bids by the end of September. He said commissioners could see a contract recommendation in October, with a goal of completing the building before the county fair in May 2028.
