CHILLICOTHE, Ohio — A man was arrested in Ross County after a traffic stop led to a foot chase and the discovery of suspected narcotics in his vehicle.

On May 21, 2024, around 7:15 PM, deputies received information that Joe Spencer would be traveling eastbound on Route 35 with a large quantity of narcotics in his vehicle. According to the police report, after identifying the vehicle and confirming the license plate, a traffic stop was initiated.

Spencer allegedly resisted and a physical altercation ensued, with him attempting to flee on foot. Law enforcement eventually subdued Spencer and placed him in handcuffs.

A subsequent search of the vehicle, authorities said, revealed a large clear bag containing a crystal-like substance and a smaller bag with a rock-like substance. Additionally, a cell phone and $44.17 in cash were seized.

Spencer was transported to the Ross County Jail, where he was booked on charges of obstructing official business and resisting arrest. He also received citations for driving under suspension and failure to signal. The seized substances are pending testing by the Ohio Bureau of Criminal Investigation.
