CHILLICOTHE, Ohio — Dr. Russell Stephen Lee-Wood, the supervising physician for Physician Assistant Rufus Frank Lowman Jr., has been cited by the Ohio State Medical Board for failing to adequately oversee Lowman’s prescription practices at Rose Medical Clinic in Chillicothe. The citation comes amid a storm of controversy surrounding Lowman, who faces severe allegations including illegal prescription practices and child rape.
Dr. Russell Stephen Lee-Wood was responsible for supervising Lowman, who is accused of unlawfully prescribing Schedule II narcotics to at least 11 patients between September 2022 and March 2024, without Lee-Wood’s approval. The Ohio State Medical Board’s June 12, 2024, meeting confirmed that Lee-Wood’s failure to maintain proper oversight constitutes a significant lapse in professional conduct.
The scrutiny of Lowman began after the Guardian reported on his suspended medical license, which was enacted on May 8, 2024. This suspension followed allegations that Lowman operated an illegal pill mill, dispensing controlled substances in violation of state regulations. The investigation revealed further troubling aspects of Lowman’s practice, including accusations of child sexual abuse dating back to 2009 in Florida, as well as numerous financial and legal issues related to his business.
Lowman’s attempts to have his medical license reinstated are pending a decision from the state medical board, following a two-day hearing. The clinic, which was established in February 2020, has been closed since the suspension. Financial troubles also plague Lowman’s practice, with lawsuits and tax liens adding to the legal and financial woes.
In addition to the medical and financial controversies, disturbing allegations of a murder-for-hire plot and child sexual abuse have surfaced. The Guardian has obtained disturbing evidence, including audio recordings purportedly containing Lowman’s confessions to abuse, which further complicate the case.
As the investigation continues, many in the Chillicothe community are questioning why Lowman has not faced criminal charges. The ongoing saga of Rufus Lowman highlights a troubling intersection of medical malpractice, financial mismanagement, and serious criminal conduct, with outcomes that remain uncertain.
The Guardian will continue to follow developments in this case and provide updates as new information becomes available.
