CHILLICOTHE, Ohio — A local man was arrested outside the Ross County Courthouse on Tuesday afternoon after he was seen walking in public with his genitals exposed and a beer in hand.
The Ross County Sheriff’s Office reported that a deputy entering the Ross County Law Complex on N. Paint Street spotted a man, later identified as Jarrod Bartley, approaching the courthouse while holding a clear plastic cup of beer. The deputy’s report stated that Bartley was seen “holding a clear plastic cup in his right hand and rubbing his exposed genitals and buttocks with his other hand.”
According to authorities, Bartley smelled strongly of alcohol, and he nearly fell over when deputies conducted a field sobriety test. Additional deputies from the courthouse were called to assist, and Bartley was handcuffed and taken into custody without further incident. He was later transported to the Ross County Jail, where he was issued a summons for public indecency and disorderly conduct.
The incident caused a brief commotion near the courthouse but was resolved quickly. Bartley is expected to appear in court on the charges filed against him.
