CHILLICOTHE, Ohio — A routine investigation at Tiffin Towers led to the arrest of a 36-year-old Chillicothe man on November 22, 2024, after authorities discovered an active warrant for his arrest and suspected drug-related items in his possession, according to a police report.

The report states that a detective was monitoring security cameras at the Tiffin Towers complex when he observed a man wearing a face covering knocking on the door of an apartment. When no one answered, the man quickly exited the building via a stairwell, at which point the detective made contact and identified him as Elvie B. Royster, Jr., based on prior interactions.

The detective confirmed that Royster had an active warrant for a probation violation and detained him. According to the report, Royster admitted he had a book bag containing paraphernalia, stating he would “check his book bag for pipes.” A search of the bag, conducted for officer safety, revealed a glass pipe with burn markings, a digital scale, and a folded piece of aluminum foil containing a crystalline substance suspected to be methamphetamine.

The report notes that the pipe and scale are items commonly associated with drug use and distribution, specifically for substances such as crack cocaine. The aluminum foil was seized, and its contents will be sent to the Bureau of Criminal Investigations (BCI) lab for analysis.

The police report also reads that Royster underwent a urinalysis test as part of his probation conditions and tested positive for methamphetamine, fentanyl, cocaine, and ecstasy.

Following his arrest, Royster was transported to the Ross County Jail, where he was booked on the warrant for a probation violation. He is also facing potential charges under Ohio Revised Code 2925.11(C)(1) for possession of a Schedule I or II controlled substance.

Royster is scheduled to appear in Chillicothe Municipal Court today. The case remains under investigation pending the results of lab testing on the suspected narcotics.
