WAVERLY, Ohio — Videos of a southern Ohio police chief engaged in sexual intercourse while in uniform have surfaced after he reportedly distributed copies to employees.

Zach Dixon, the police chief in the Village of Waverly in Pike County, is seen in nearly a half-a-dozen videos engaged in sexual intercourse with a female, who was not his wife.

The 45-year-old has been chief of the town of nearly 4,500 since summer 2019. Before, he was a patrolman with the village, and prior to that, he worked as a deputy at the Pike County Sheriff’s office under then-Sheriff Charlie Reader.

In many of the videos, Dixon is seen clothed in his police-issued uniform, engaging in various sex acts. In some of the videos, Dixon’s voice can be heard talking to the woman and asking her if she was enjoying it.

The Guardian was not able to ascertain if Dixon was on-duty when the videos were filmed.

Dixon is also accused of distributing copies of the sex tapes to officers.

Current village Safety and Service Director Brad Jones, who was a lieutenant with the police department at the time, was given a flash drive by Dixon, which had some of the videos on it, according to Jones and several other officers. Jones said he was shocked, but not surprised, because he had heard Dixon had made the tapes and that other officers had copies. Jones said when he asked Dixon why he gave his employee a copy, Dixon reportedly “laughed it off” and thought it was funny.

A call to Dixon for comment on this story was not immediately returned. The town’s mayor, Greg Kempton, did not return a request for comment. Kempton’s secretary said the mayor was at his day-job and that the Office of Mayor is part-time.

In a previous investigation involving a former officer who was accused of sexual misconduct while on-duty, the chief told a Columbus-based television station that he did not want the department to be disgraced because of the officer’s actions.

“I am going to explore every avenue and piece of information to prove one way or the other, whether good, bad or illegal to find out the absolute truth in this matter,” Dixon said at the time of the officer’s investigation. “I don’t want this department doing anything that’s going to destroy or damage the public’s faith in us.”

Village residents said they were disgusted to learn about the manufacturing of the tapes.

“It’s one thing to be intimate with someone, but it’s another if you’re doing it in uniform,” said village resident Bobby Miller. “He needs to be fired. It’s disgraceful to the uniform and to the job. If he doesn’t go, the mayor needs to go.”
