WILMINGTON, Ohio — Families in Clinton County and surrounding areas will soon have easier access to pediatric care, thanks to the new Cincinnati Children’s Wilmington Primary Care office set to open in January 2025. Located at 1150 W. Locust St., Suite 500, the facility will provide local pediatric services previously difficult to access without traveling.
The new primary care office will be led by Dr. Jeffrey Manser, a respected Wilmington pediatrician with over three decades of experience serving thousands of local children and families. Dr. Manser, who will begin accepting appointments in December, is passionate about restoring much-needed pediatric services to the community.
“The community of Wilmington has always been generous to me, and now I have the chance to give back in a meaningful way,” Manser said. “As some of my colleagues moved on to new opportunities or retired, it has become challenging to maintain pediatric coverage for our community. Cincinnati Children’s and I recognized the urgent need to restore pediatric care for Wilmington. I realized that the best way to ensure long-lasting care was to partner with a renowned organization like Cincinnati Children’s, which is recognized nationally for its high standards.”
Dr. Tina Gabbard, a family physician with over 30 years of experience and Manser’s spouse of 37 years will also be on staff at the new Wilmington location. In addition to Gabbard and Manser, Cincinnati Children’s plans to bring on an additional pediatrician, as well as registered nurses, medical assistants, and support staff.

Evaline Alessandrini, MD, Chief Operating Officer at Cincinnati Children’s, noted the importance of establishing the first Cincinnati Children’s office in Clinton County. “We are investing in this community so that Cincinnati Children’s Wilmington Primary Care can provide pediatric services closer to home for many families who now drive long distances,” Alessandrini explained. “We are thrilled that someone as highly regarded as Dr. Manser will lead this effort to increase access to care for families in Clinton, Highland, and Fayette counties.”
The new facility will cater to children from newborns up to 23 years old, offering primary care with a collaborative approach alongside pediatric specialists from Cincinnati Children’s when advanced care is needed. Currently, around 4,000 children from Clinton and nearby areas are enrolled in HealthVine, Cincinnati Children’s pediatric accountable care organization.
To prepare the location, Cincinnati Children’s purchased an existing medical office and has initiated a $600,000 renovation of the 3,875-square-foot space, which will include eight exam rooms. Once open, Wilmington Primary Care will join Cincinnati Children’s extensive network of primary care locations across Ohio and Northern Kentucky.
