CHILLICOTHE, Ohio — A Chillicothe man was arrested Thursday morning after police say he knocked over multiple city trash cans along Paint Street and Main Street in downtown Chillicothe while yelling and acting erratically.

Brandon Garrison, 45, was charged with criminal mischief and littering following the incident, which unfolded in the heart of downtown near the Ross County Court of Common Pleas and the Law Enforcement Complex.

According to the police report, Garrison was observed walking southbound on Paint Street, knocking over both private and city-owned trash cans for no apparent reason. Trash spilled onto the sidewalk and into the street at multiple locations between Second Street and Water Street. Additional trash cans were found knocked over on Main Street, stretching from the Chillicothe Municipal Court to Paint Street.

When officers made contact with Garrison, he was described as extremely agitated, pacing, and yelling — much of what he said, officers reported, was incoherent. The only words officers were able to clearly make out were references to “the mayor” and “probation.”

Garrison was detained on Paint Street and taken to the Ross County Jail, where he was booked on criminal mischief. He was also issued a summons citation for littering and is due to make a court appearance today.
