CHILLICOTHE, Ohio — Chillicothe Police were dispatched to Ross County Community Action Friday, January 28, after a man became belligerent and refused to leave the property.

According to reports Todd Buskirk, 51, of Chillicothe, was inside the Community Action office building screaming at employees. That is when officers were dispatched to the scene.

Upon arrival, police say. Buskirk could be heard yelling from inside the building. Officers approached the man and asked him to calm down and talk with them. It was then, reports read, Buskirk attempted to leave the scene by walking into oncoming traffic on Western Avenue.

Police were able to escort the man out of traffic and back to the officer’s cruiser. Officer Christopher Claytor reported that Buskirk then began hurling racial epithets at him. Claytor said, “He continued to be loud and disorderly calling me a n**** ”. Buskirk was cited for disorderly conduct and was allowed to leave.

A short time later officers were called to the Ross County Bank on Western Avenue. Upon arrival, police found Buskirk inside the bank, yelling and screaming at employees. This time, officers took the man into custody. Todd Buskirk was transported to the Ross County Jail pending arraignment.
