CHILLICOTHE, Ohio — A man was arrested last night at the Scioto Woods Apartments on Western Avenue in Chillicothe after allegedly setting off fireworks in the hallways, causing alarm among residents.
Deputies were dispatched to the scene following reports of a man igniting fireworks inside the building. Upon arrival, deputies encountered multiple concerned residents outside the complex. The suspect was identified as James Horne.
According to the police report, Horne’s girlfriend informed the deputies that Horne was highly intoxicated and had been setting off large M-88 firecrackers, branded “Beast Cracker,” both inside the apartment and from the balcony.
A neighbor, reported seeing Horne intoxicated and throwing firecrackers into the building’s entryway and up the stairs.
Horne was eventually taken into custody and charged with disorderly conduct by intoxication and inducing panic.
