CHILLICOTHE, Ohio — A 54-year-old man was arrested after being found unresponsive on railroad property on Thursday, June 27.

John Woolum, who was initially unresponsive, was found slumped over a bicycle in a field by a postal carrier. Officers, according to their report, was dispatched to the scene at 598 E 5th Street at approximately 4:19 p.m.

Upon arrival, officers say they found Woolum, who appeared to show signs of impairment. Woolum identified himself as John Francis but was unable to provide a Social Security Number, prompting dispatch to confirm his identity. Woolum was then identified as John Woolum, who had an active warrant for a parole violation related to a robbery charge.

Woolum was detained and a search revealed a canister containing suspected methamphetamine, a folded piece of foil with an unknown substance, and two used syringes. Woolum allegedly admitted to owning the items and reportedly stated that the substance in the foil was “Fetty” (slang for Fentanyl) and the crystal substance was methamphetamine.

He was arrested and transported to jail, where he was booked on charges related to the parole violation and possession of drug abuse instruments. He is being held in lieu of bond.

The case remains ongoing as the suspected drugs are sent to the Bureau of Criminal Investigation (BCI) for testing, with additional charges pending the results.
