PIKE COUNTY — The Ohio Environmental Protection Agency is seeking bids to clean up a large stockpile of scrap tires on a rural property along Rapp Montgomery Road in rural Pike County.
According to state records, the site — listed under the project name Scioto Land Co Rapp Montgomery Rd Scrap Tire Remediation — contains an estimated 800 tires.
In a request for quotes sent to contractors, the Ohio EPA is asking for detailed proposals that include a project schedule, safety plan, disposal locations, required permits, and a not‑to‑exceed cost estimate covering all work through June 30, 2026. Contractors have seven days from receipt of the letter to submit bids, though the agency may grant extensions to allow for site visits.
The cleanup effort follows a separate letter issued March 31 acknowledging that the site met the criteria under Ohio Revised Code 3734.85(E) to be added to the state’s list of locations eligible for scrap‑tire removal funding.
Scrap‑tire dumps pose both environmental and public‑health risks. The state’s cleanup program is designed to address abandoned or unauthorized tire piles when property owners meet eligibility requirements.
